Deputy CAO calls for team work



The Deputy Chief Administrative Officer Tivu Mark has called for team work among staff. Tivu who made the remark during Local Government Output Budget Tool (LGOBT) training, intended to highlight the new changes in the system asked the head of departments to work closely with the account assistants to ensure timely production of reports. LGOBT is a software designed to enable districts prepare budget framework papers, work plans and reports.
Tivu said that he had noted that the failure by districts to produce reports in time was as a result of lack of team work. He said that if the districts are to improve on their performance, both the head of departments and the accounts assistants have to play their part so that both the financial and physical reports are produced in time. He warned that management will not tolerate any delay in the production of quarterly reports and observed that the available institutional laws and policies will be used to ensure that the culprits are punished.

Five days Mass Safe male circumcision starts at Nebbi Hospital 
Over 80 men in Nebbi have already been circumcised in the mass safe male circumcision (SMC) program that kicked off Monday 6th May 2013.
According to Dr Charles Kennedy Kisa, a Medical Officer at Nebbi hospital, 46 men were circumcised.
He said the exercise targets a total of 400 men in Nebbi, in a move to reduce HIV/AIDS prevalence in the district which is on the increase. According the HIMS, the HIV/AIDS prevalence stands at 4.4 percent.
Dr Kisa urged men to use this opportunity to have themselves circumcised, noting that SMC reduces chances of acquiring HIV/AIDS by 60 percent.
He also said that even after the mass circumcision camp men can still go to Nebbi hospital to have themselves circumcised because the exercise is done on a weekly basis.

Nebbi LCV Chairperson cautions teachers on reckless life
Okumu Robert, the LCV Chairperson Nebbi has cautioned teachers against living a reckless life that exposes them to the risk of contracting HIV/AIDS. Okumu who was speaking during the induction of newly recruited teachers warned the participants against early marriage noting that there are many temptations that come with money.
“Some of you are soon going to begin getting money, those who are not married will begin thinking of marring, those who are married will begin thinking of the second and third” said Okumu. He observed that this furthers the chances of such persons  acquiring HIV/AIDS and risk ruining their future. Okumu called on the teacher to embrace career development so as to be relevant to the service.
The district recently recruited 88 teachers which brings the current number of the teaching staff to 1825.
The Deputy Chief Administrative Officer Tivu Mark emphasized the issue of output by referring to the public service as woman who when married should bear children. He notified the participants that the district had expectations of quality and timely education from them.
He called on teachers to be accountable to the shareholders they service. He also asked them to always adhere to the professional code of conduct as the service will not tolerate reckless acts.
Okila John Geoffrey the DEO welcomed the teachers to the teaching fraternity and urged them to always be disciplined if they are stay in  service.

District E-library now online

Nebbi District establishes e-library 
Nebbi District has established an electronic library to ease the access of public information. The library that is hosted at http://elibrary.nebbi.go.ug will act as a one stop information center for the public interested in information from the district.
According to the CAO Alia Seraphine, the public will no longer need to move long distances to the district headquarters to get information rather than just having to log on to the site to access the information . He said that all documents required for public consumption will be posted on the library for ease access.
Alia called on the public to embrace the technology in order to save time and money.
