Council pays tribute to Hon Lapwony Tingo Bonifance

District council has paid tribute and last respect to fallen colleague Hon.
Lapwony Tingo Bonifance on Friday 13th September 2013. The motion to
pay tribute to the fallen councilor of Panyango Sub County was moved by the
Deputy Speaker Hon. Omito Steen. Speaker after speaker praised Tingo for his
outstanding performance in council.
According
Hon. Oyet Patrick, Councilor for Wadelai sub county, Tingo was a seasoned
politician, a mentor and open minded person with high sense of humor who
dedicated his service to the people of Panyango and Nebbi District at large. Oyet
however decried the culture of appreciating people when they are dead. “How I
wish all these words we are saying today were before Tingo when he is still
alive, but we are mentioning them when he is gone”. He said that Tingo was so
eloquent and a great contributor in the council. He also noted that based on Tingo’s
experience as the longest servicing member of the council, he was not only a colleague
but a father who always guided others councilors how right things should be
done.
Hon
Manda Christine Odongkara, Female Councilor for Panyimur Sub County said that Tingo’s
services in Council will forever be missed.
Tingo
66, who passed on at Mulago hospital on Wednesday 11th 2013 due to
liver failure served in the District Council from 1998 to 2013. He served as
the Secretary for Social Services from 1998 to 2006. By time of his death, he
was a member of the Elderly, Disabled, Community and Social Service Committee.
Tingo was laid to rest at his ancestral home in Angaba village in Panyango Sub
County on Saturday 14th September 2013.

District mourns the death of councilor for Panyango

The District is currently
mourning the death of Hon Lapwony Tingo Bonifance (RIP) the Councilor for
Panyango Sub County. Tingo died on Wednesday 11th September 2013 at Mulago
hospital. Tingo was the longest serving councilor after having joined the
council in 1998. He served in various capacities, having been the secretary for
social services up to 2006. By the time of his death he was a member of Community,
Elderly, Disabled and Social Service Committee of the council.
According to the District
Speaker Hon Idda Fuambe, a council session will be held on Friday 13th
September 2013 to pay tribute and last respect to Late Hon Tingo. Alia
seraphine observed that Hon. Tingo was a very eloquent and objective councilor
who spoke out his mind for the development of Panyango and Nebbi district at
large. He said that Tingo used his experience both in civil service and council
to ensure that the rights things are done. He noted that Tingo will surely be
missed in the council.

Nebbi Local chairpersons get 961 bicycles
A total of 961 awaited bicycles for the
chairpersons of parishes and villages in Nebbi district have been commissioned and
handed over to the beneficiaries.
The bicycles were commissioned by
Robert Okumu, the Nebbi district Chairman at the district headquarters on Thursday
(September, 5, 2013).
The bicycles were procured by Ministry
of Local Government to facilitate, the LCs to monitor and mobilized their
residents to appreciate and undertake government programmes.
Okumu handed the bicycles to LC3
chairpersons to distribute to the beneficiaries in their respective
sub-counties, in a ceremony attended by top local leaders in the district, the
resident district commissioner and office of the district internal security
officer.
Okumu thanked the government for
choosing, the district to be among the first 40 districts in the country to get
the bicycles.
He noted that the bicycles will boast
the moral of the LCs on top of their sh.10, 000 monthly pay, which are given
cumulatively at the end of the year.
“I am delighted that the 961 bicycles
have finally arrived and kudos to the government for choosing us, to be the
first among other districts to get the bicycles,” He said.
He, however, warned that only those
active chairpersons of parishes and villages will be given the bicycles.
“We are giving you (LC3 chairpersons)
to give to the beneficiaries, we believe you know them better, because those
who are not active will not be given” He warned
Seraphine Alia, the Nebbi Chief
Administrative officer, said the district expected the bicycles to be procured last
year, but contractor declined the first offer, claiming that the reserve price
was too low, hence delaying the process further.
Alia said the bicycles were supplied by
Road master company at the contract price of 217,186,000
“We have been expecting these bicycles
since last year, and finally they have arrived, that means we shall have no
excuse from the LCs for not monitoring government programmes, because they are
facilitated,” Alia said.
